إعلان طلب عروض داخلي/ خارجي للمرة الاولى وبالسرعة الكلية للطلبية 3/2026
تعلن مصفاة حمص عن حاجتها لتوريد وانشاء وحدة معالجة مياه تناضح عكسي RO( على أساس مفتاح باليد) وفق دفاتر الشروط الخاصة المعدة لهذه الغاية وحسب الشروط التالية
– التأمينات المؤقتة
– للعارض الأجنبي:/25,000/ دولار أمريكي فقط خمسة و عشرون ألف دولار أمريكي ولاغير
-للعارض المحلي/276,300,000/ ل.س (قديمة ) فقط مئتان و ستة و سبعون مليون وثلاثمائة ألف ليرة سورية قديمة لاغير
أو /2,763,000/ ل.س (جديدة ) فقط مليونين و سبعمائة و ثلاثة و ستون ألف ليرة سورية جديدة لاغير
– التأمينات النهائية : 10% من قيمة العقد
– مدة التنفيذ : أقصر مدة ممكنة بحيث لا تتجاوز /6/ أشهر
– على العارضين إرفاق صكوك وكلائهم ضمن مغلف الأوراق الثبوتية ويرفض العرض في حال عدم تقديمه لصك الوكالة المسجلة وفق أحكام القانون رقم 34 لعام 2008
– يحق للمستثمر في المنطقة الحرة أن يشترك كعارض أجنبي
– السلفة : يمكن منح سلفة لا يتجاوز مقدارها 15% من قيمة العقد ووفق دفتر الشروط الحقوقي
– طريقة الدفع : وفق ما هو محدد في دفتر الشروط وفي غير حالة الدفع باعتماد مستندي يجوز للمصفاة دفع نسبة 50% من قيمة التجهيزات الموردة إلى موقع العمل وبما يتوافق مع دفتر الشروط الخاصة
– مدة ارتباط العارض بعرضه : /150/ يوم تبدأ من اليوم التالي لانتهاء موعد تقديم العروض
– آخر موعد لتقديم العروض :حتى نهاية الدوام الرسمي ليوم 29 /3 /2026
– الجهة التي يمكن شراء الاضبارة منها : يمكن الحصول على دفتر الشروط مقابل مبلغ /300,000/ ل س(قديمة ) أو (3000) ل.س جديدة للعارض المحلي , أو/50/ دولار للعارض الخارجي تدفع إلى حسابنا رقم /400561399444 / لدى المصرف المركزي في حمص من مقر الشركة العامة لمصفاة حمص
– مكان تقديم العروض : يرسل العرض بالبريد أو يسلم باليد إلى ديوان الشركة العامة لمصفاة حمص .ص . ب : 352 حمص- سورية
– تطبق على هذا الإعلان أحكام القانون /51/ لعام 2004 ودفاتر الشروط العامة والخاصة

Calls for internal /external offer for the first time and top urgent order No 3/2026
Company of Homs Refinery hereby announce its intent to solicit bids for supply and construction Reverse Osmosis Unit/On Turn-Key Basis)RO
According to the special book of conditions prepared for this purpose and as per the following conditions.
BID BOND:
-For foreign bidder USD/25,000/ .
-For local bidder:S.P(old) / 276,300,000/ only two hundred seventy six million and three hundred thousand ,or only S.P(new) /2,763,000/
– Performance Bond :10%of the total value of the contract (order)
Delivery period : : Shortest possible period not exceeded than six months .
The bidder should enclose the agency registration related to his agent in Syria within the Documents envelope , any offer will be excluded in case such agency registration is not submitted as mentioned in the law No.34 dated 2008.
-The investor at Free Zone has the right to Participate as a foreign bidder.
Down payment: It may be granted at amount not more than 15% of the contract according to the legal book of conditions.
Way of payment : according to what is specified in the book of conditions in other case , it will be against L/C HRC has the right to pay 50% of the supplied equipment value to the work site and due to the special book of conditions.
– Offer Validity : /150/ days as of the next day of the closing date.
Closing Date : until the end of formal working day on 29 / 3 / 2026 .
-Place of the tender file collection :General conditions can be reviewed and tender book can be bought against S.P(old). /300,000/ or S.P (new) /3,000/ for local bidder or USD. /50/ for external bidder and paid No /400561399444/ at central Bank in Homs

– This call for offers is subjected to the provisions of the law No /51/ for 2004 and the books of general and special conditions
