Role Overview
UNDP Syria is seeking five (5) dynamic and experienced Technical Officers to join the Project Management Unit (PMU). In light of the evolving situation in Syria, these roles are critical in supporting the “New Programme Offer,” focusing on Governance, Socio-Economic Recovery, and Climate/Energy.
The Technical Officer will ensure effective coordination, technical oversight, and alignment of field interventions with UNDP’s strategic frameworks.
Key Responsibilities
1. Project Management & Support
Assist Project Managers in the day-to-day implementation of activities.
Update risk registers and document lessons learned for team knowledge sharing.
Develop monitoring plans and tracking mechanisms, including regular site visits.
Generate and maintain a database for local market material prices.
Provide comprehensive reporting and communications in both English and Arabic.
2. Needs Assessment & Design
Evaluate initial project designs from the field for technical and economic feasibility.
Participate in on-ground needs assessments to identify priority interventions.
Contribute technical inputs for Project Documents (ProDocs) and Concept Notes.
Assist in social, environmental, and risk assessments.
3. Tendering & Procurement Oversight
Prepare Bills of Quantities (BoQs), technical specifications, and design documents.
Verify specifications with local authorities and engineering consultants.
Support the procurement unit by responding to technical queries during the tender phase.
Participate in Technical Review Committees to evaluate bids against established criteria.
4. Field Implementation & Supervision
Monitor physical implementation at construction/renovation sites to ensure contract compliance.
Supervise materials/equipment delivery, checking for quality and standards.
Certify progress for payments and advise on Variation Orders or contract terminations.
Manage local-level risks and ensure contractors maintain site safety and cleanliness.
Required Qualifications & Experience
Education
Master’s Degree: Industrial, Civil, Mechanical, or Electrical Engineering, or Architecture. (No prior experience required with a Master’s).
OR Bachelor’s Degree: In the same fields with a minimum of two (2) years of relevant professional experience.
Technical Skills & Experience
Proficiency in AutoCAD and MS Office (Word, Excel).
Proven experience in preparing BoQs and cost estimates.
Experience handling tender documents for turnkey contracts.
Familiarity with web-based management systems.
Languages
Fluency in English and Arabic (written and spoken) is mandatory.
Desirable Assets
Previous experience with the UN or international organizations in crisis environments.
Knowledge of UNDP procurement processes and donor-funded project requirements.
